This temperature is hostile to many of the life forms and most of the species would not have evolved under such cold conditions.
2. For Photosynthesis : Carbon dioxide is required by plants to carry out Photosynthesis, the process by which we get Oxygen and Food. Without Carbon dioxide, the production of Oxygen and food will stop, which will lead to mass extinction. Also, even plants need Carbon dioxide during the night time to carry out Respiration.

The disadvantages :
