those substance which pass through current is called conductor and those substance which do not pass through current is called insulator

Conductors are those through which electric charge can flow easily. For example metal and the human body. In metals, only the negative charge is free to move. Positive charge is immobile.

Insulators are those substances in which electric charge cannot flow. For example plastics and dry wood. Insulators have practically no free electrons.
