"73rd, 74th and 86th" the constitutional amendments  mark the right to free and mandatory education for the age group aged 6-14 years, generally known as the RTE Act 2009, which provided local residents with expanded opportunity to participate in education and school management decision-making.

The "Directive Principles of the State Policy" further stress in "Article 41" the right to work, to educate and to public assistance in certain cases including disablement. In addition, "Article 45," the Constitution lays down that free, compulsory and universal primary education must be provided to "all children upto 14 years of age". "Article 46" of the Constitution of India commits the State to promote educational and economic interests of  Scheduled Tribes,  Scheduled Castes, & other Weaker Sections.

Explanation:

  • The Indian Constitution has adopted many rules and reforms to ensure social equity and civil rights. It says that one of education's important social objectives is equal opportunity that makes it possible for backward or underprivileged classes and individuals to use education as a standard for improved status.
  • Different Educational commissions and National Education Policy, five-year plans prepared by the nation also made various measures and programs to facilitate and promote the education of scheduled castes in order to implement the constitutional provisions.
  • The National Education Policy (1986) was  "egalitarian and inclusionist" in its approach. It stressed the reduction of inequality and fair justice education opportunities by addressing the particular needs of those to whom equality has so far been denied.
  • A number of strategies to speed up registration and retention of SC communities, along with other socioeconomically deprived sections, were envisaged under the revised "Policy Formulation and Program of Action" (POA, 1992)".
  • The National Program Framework (2005) focused on addressing the disadvantages in education caused by gender , caste, language, culture , and religious inequality, not only by means of policies and systems but also by designing and selecting the tasks and "pedagogic practices" of learning, law from the early childhood period
  • In addition to several committees and national education policy, the Five Year Plans envisaged programs for disadvantaged sectors, including SCs, under the various development sectors.
