Phan Chu Trinh's objective for Vietnam was to make it a democratic republic, along the Western ideals of liberty. He accused the French of not following their own national ideals, and demanded the setting up of legal and educational institutions along with the development of agriculture and industries.  

Phan Boi Chau wanted to use the monarchy to drive out the French, before deciding further action. But Phan Chu Trinh was extremely opposed to the monarchy and wanted the monarch removed to make Vietnam a republic.

Phan Boi Chau : He was a confucian scholar activist . He advocated that friend should be driven out of Vietnam he formed the Revolutionary society .

Phan Chau Trinh : He was intensely hostile in the monarchy and opposite idea of resisting the French with the help of the court .
