force is a scalar quantity and velocity is a vector quantity

Momentum is mass times velocity. So force is the change in (mass times velocity) with respect to time: F = d(mv)/dt. ... So force is proportional to a change in velocity. (F = m dv/dt, or mass times acceleration.) But it doesn't have to be.
