What are inter-state war disputes?why are such issues raised?

a. Water today has become a source of conflict because it is life sustaining resource. Excessive us of water,over exploitation of water resources, unequal access to water to different groups are some of the reasons which today have resulted in inter state water disputes. 
b.The main disagreement is over the cost of the projects and sharing of benefits of the multi purpose river projects.
c. The main point of contention is that downstream state's objection to pollution, excessive irrigation and construction of dams by the upper streams states which control the quantity of water to be released  into the the downstream state. This leads to disputes between the states where the downstream state complaints of less water being released by the upper stream state. For example, Kaveri water dispute between Karnataka and Tamil Nadu.what
