for example ocean { UN gives permission for this } after 12 nautical miles

International resources are those resources which are regulated by some international institution.for instance every country is given some rights over the ocean to a specific range.this range is call the 'exclusive economic zone ' which is set to a distance of 200km. beyond 200 km the oceanic resources are called open ocean and no country has a right over  it  without the permission of international institution.
