As you can see in the diagram, K is the first shell, L is the second, M is the third and N is the fourth. The K shell can only hold 2 electrons. If there are more, it will go to the L shell, which can hold up to 8 electrons.
If the number of electrons is correctly 2,8 in K and L shell, it is an atom. But if there are more or less electrons, it becomes an ion.
So to form an atom, all the shells should be filled completely. It doesn't need to be 2,8. It can also just be 2, because the first shell is fully filled.
