Yes, no, and not really but it depends.

Lines of latitude are parallel. They are, in fact, sometimes called parallels, as in "The 45th Parallel" which is actually a marked point along several major interstates in the western US. However, because of this, they are different sizes -- the circles closer to the poles are smaller.

Lines of longitude aren't parallel, but they are all the same size -- they all form great circle routes around the earth, which means that a line of longitude is the shortest line passing through a certain point that divides the world exactly in half. The equator is the only line of latitude which is also a great circle.

Lines of latitude and longitude are technically perpendicular, in that they all meet each other at 90 degree angles. However, due to the earth being a globe, you can't actually render them in normal 2D geometry anyways, so unless you want to get into elliptical geometry they're only perpendicular for the sake of our maps.
