Napoleon staged a coup in 1799 and laid the foundations of a totalitarian state with later declaring himself to be the emperor of France in 1804. He took the following steps to modernise France:
1. He codified the French law popularly known as Napoleonic code which laid the administrative foundations of France.
2. He sought to modernize army set to conquer neighboring European countries. He established control over the European Continent through a series of military victories.
3. He introduced laws for the protection of private property and uniform system of weights and measures.
