Democracies limit majority rule in order to protect the rights of minorities. A a majority of one race or religion or political opinion is not allowed to suppress the rights of other groups. Generally speaking, democracy limits the growth potential of a country. I'll expand on this statement.
In a democratic country, it is less likely for the government to make the best decisions for the country as a whole, due to a lot of constraints. Or sometime even any decisions.
Compared to a country lets say authoritian. Any decision would be made faster and more efficient. Yet there is always the possibility it is a horrible decision.
So if you go and rate all the decision a government makes and the benefit for the country as a whole for 1 to 10, 10 been the best. A decision in a democratic state would most likely lay between 4 - 6. While it is more of a wild card for authoritian state, depends on who is ruling, it could be a lot of 10, also could be a lot of 1.
But most people understand this trade off and accepts it. Democratic government were never made to be the most efficient nor the best form of government. Democratic government gives up its efficiency and potential because liberties.
Modern day democracy is founded based on liberalism ideas, it believe certain liberties are inalienable, so despite large number of the population don't have enough information for a election to make the best decision for the country, they have to right to make that decision.
