a system of government in which the governing party of a country represents only a small proportion of the overall population.

South Africa was minority rule where white South Africans ruled the black majority.  That I think would be good definition of minority rule in modern times.  Historically speaking a minority Norman aristocracy ruling a Saxon majority after the battle of Hastings 1066.
