Earlier the Nawab of Bengal used to carry out two functions-Nizamat which implied military power and criminal justice and Diwani which stood for revenue collection rights and administration of civil justice. The Treaty of Allahabad of 1765 resulted in dual administration or diarchy in Bengal.

A nizamat is a government function, established during the mughal empire, responsible for the control of Military, Police and Criminal matters. Elements of this system were retained by those parts of India which came under controlled of the East India Company.
