Uniformity is defined on the basis of spatial distribution of electric vector field. Electric field is said to be uniform at a point if field in neighborhood of the point is same as at the point concerned

A uniform electric field (within a medium) is one such that at every point within that, the direction and magnitude of the Electric potential is same.
