what are order and safety necessary for civilization?

Societies that are civilised are orderly, that is to say they have a proper social order. Civilised societies are also safe for their citizens.
In certain countries in the third world there is complete chaos; might is right and warlords or terrorists or fundamentalists hold sway. Progress of those countries is impeded by a few selfish or dogmatic people and, as a consequence, development takes a back seat. So, civilisation may have touched those countries, but has not been allowed to embrace the populace. We often hear stories or are told by our free media that safety of women and children is at a premium in some countries in Asia and Africa. We know full well how retarded those countries have been on the barometer of civilisation and, consequently, on the scale of economic progress. There are a few countries in our planet, which gained independence from foreign rulers, but have since been fast slipping into chaos and disorder as the social order has broken down beyond disrepair and there is very little safety for the average man, woman or child on the street.
In view of the above, it can be emphatically said that order and safety are absolute prerequisites in the development and progress of civilisation.
