Perennial rivers are thoserivers which exhibit a continuous flow of water throughout the year except during extreme drought. Non-perennial rivers are those rivers which have no flow for at least a part of the year.
The Himalayan river are perrenial because;

The Himalayan rivers are perennial rivers as they originate in snow covered Himalayan mountains. During summers, the snow melts and the rivers get continuous supply of water.
