polar solvents are the solvent compounds(liquid) in which shared pair of electrons are not equally distributed between the atoms of its constituent molecules.
A charge separation exists between them. the atom which attracts strongly has a slight negative charge and the other atom has a positive charge.
remember-
A polar solvent can dissolve only polar compounds(like dissolves like).
e.g. H2Oacid.
H+ ion has slight positive charge.
and O-ion has a slight negative charge.
