1. Introduction:
National Congress Party—a faction of the Congress (I) came into existence after the dissolution of 12th Lok Sabha. A question was raised by Congress stalwarts like Sharad Pawar, P.A. Sangma and Tariq Anwar that a person of foreign origin should not be allowed to hold office of the President or Prime Minister. This could not be swallowed by the Sonia’s loyalists. The Congress Working Committee on May 21, 1999, threw out the above named leaders even from the primary membership of the Congress.
Hence these three leaders who were riding high horse formed a new party named National Congress Party. After the 13th Lok Sabha Elections (1999), the electoral achievements of the party impelled the Election Commission to recognize the party as the National Party and allowed it a symbol—wall clock on January 10, 2000. Shut-ad Pawar was appointed as the President and P.A. Sangma as the general secretary of the party.
In the 13th Lok Sabha elections the party won 8 seats from Maharashtra and one seat each from Meghalaya and Manipur. Likewise in the elections held in four states in February 2002, it could capture only 3 seats out of total 403 seats in these states. In Uttaranchal it could win only one seat. In Manipur out of 60 seats, it won 3 seats.
