Vulnerable groups often include women and girls, children, older people, people with disability etc.

Women and girls often require social protection intervention, as they are disproportionately vulnerable due to lack of capital, high wage differentials and gendered work norms, bearing the responsibility for childcare, and exclusion from basic services.

Children are more vulnerable to malnutrition and diseases. Three elements of child vulnerability are  : (1) Biological and physical need  2) Strategic needs and (3) Institutional invisibility and lack of voice

Older people face problems including : lack of access to regular income, work and health care, declining physical and mental capacities and dependency within the households. Without income or work, older people tend to depend on others for their survival.

People with disabilities are often assumed to be unable to do work and this is the major problem they face. Therefore, they are more permanent of recipient of protection.
