All bodies having mass are at a temperature above absolute zero. In nature, everything wants to achieve equilibrium. Therefore, every material body wants to achieve thermal equilibrium with its surroundings. What this means is all bodies above absolute zero (i.e. all massive things) will emit energy in the form of electromagnetic radiation. This is also known as black body radiation.

For example, a ball of ice at 0 Celsius is still emitting radiation. On earth, it may seem like it is actually absorbing energy because the ambient air is at a much higher temperature. So effectively, the aiair-ice system is trying to get into thermal equilibrium, causing the ice to absorb net energy.

However, in deep space, a ball of ice at 0 Celsius is quite warm since the surrounding space is at 3 Kelvin (-270 Celsius). Therefore, it will also be radiating energy and becoming colder, trying to achieve thermal equilibrium with the surrounding space.

Radiant energy is nothing but the action of one body to get into thermal equilibrium with its surroundings.
