The simple truth is that a non-rotating black hole is a much easier mathematical problem to solve, and so is generally presented first, before adding the complications associated with rotation.

Black holes are formed from collapsing stars, and grow from infalling matter. All of the angular momentum in that original and infalling matter will be conserved in the resulting black hole, and it will almost certainly never be a net zero quantity.
