The difference is the DIFFERENCE in elevation. Mountains are substantially - noticeably - taller than the surrounding 'level' land. Plains are level (near-flat to gently rolling) large areas. The difference in elevation in a plain between the lowest and highest points is rarely over a few hundred feet
