The tectonic plates comprise the bottom of the crust and the top of the Earth's mantle. There are ten major plates on Earth and many more minor ones.

One of the reasons in convection which is the heat produced by specific cells of the Earth's mantle. The heat makes the solid rock moves upwards and the colder rocks moves inwards/downwards.
