Traditional technologies include border and furrow irrigation and field leveling. We have grouped these technologies because they are widely adopted and village leaders in a majority of villages report adopting these techniques well before the beginning of agricultural reform in the early 1980s. These irrigation methods have relatively low fixed costs and are divisible in the sense that one farm household can adopt the practice independent of the action of its neighbors. Both border and furrow irrigation have been practiced in China for many years. The definitions of these irrigation methods used during the survey were general and so we are not able to distinguish between traditional border/furrow irrigation practices and relatively new techniques that may even further increase field-level water savings.
