The idea of a secular state surely developed because the population was split in religious beliefs (or lack of them). I would guess that the earliest secular, or at least tolerant states were those where they got fed up with the persecutions, civil wars etc between rival versions of faith. A “neutral” state, not discriminating between different beliefs unless they led to oppressive, discriminatory or murderous attacks on others enabled people to live in a degree of peace and freedom.
The flip side, from a religious perspective, is that you may find yourself in a situation where others are allowed to do, say, or believe things which your religion says should be prohibited/punished in this world, never mind the next. In essence, a secular state restricts the practice of religious belief to personal conduct not intruding on the rights of others. For some religions, this is fine; for others it is anathema.
