A bicameral system grants a deeper assesment of the consistency of a law, both Chambers will evaluate whether a law is reasonable,fair,opportune etc. so issued according the rule of law principle. This when we’re dealing with equal bicameralism (Chambers share the same function during law-making process). Further, bicamerali systems allow a wider representation (representative principle) of political parties and minorities in Parliament.

First: It was a compromise to get a solution!

Second: It may have advantages.

Advantge: It may capture the wisdom of the old regime. It would be foolish to ignore this. (deliberate ignorance!)

Should it have a veto power? Not in my humble opinion.
