Dictatorship in this case would mean that the decision making power would lie with a single individual and hence a faster decision making is possible.The ever growing delay for anything is overcome in a dictatorship set up.
If the dictator is sure of the outcome of development project it would be said that the project would immediately go into operation.This would prevent the unnecessary wastage of time dealing with the various legal setups of the government policies.
Dictator ship also will ensure that the government is stable irrespective of the passage of time.Whereas in democratic setup every 3-5 years elections will have to be conducted which will done by the money provided by the taxpayers.A stable government after years and years is quite possible in a dictatorship.
