as the brain controls all the actions of our body so it's too busy all the time so if all the reflex actions are controlled by the brain then it can meet up in simple words Agar Hamare haat ko garam lagta hai kuch, aur jab tak information brain tak jai go , tab tak we may be in serious problem...
that's why if you that's why reflex arc is controlled by spinal cord because it controls the small actions like touching touching movement etc..

The reflex action are controlled by spinal cord and later sent to brain. If it would be sent to firstly brain then it would have required a longer duration for us to detect the action.
