The 73rd and 74th constitution amendment act ,1992 came into force in 1993.It sets constitutional status for local government at state as well as village level.Now it is compulsory to hold election  for local government at regular intervals(five years term).Atleast 50% of seats are reserved for women.Election commission has been set up in every state to conduct elections.Now there is a greater participation of people in local government.

The Constitutional status for local government has helped to deeper democracy in our country. Most state governments have not transferred significant power to the local government and have not given adequate resources to them. There are many states where the local governments are established and take welfare measures with the help of the local people. The basic idea behind decentralization is that there are a large number of problems and issues which are best settled at the local level. These are some benefits of giving constitutional status to local government.
