What are the basic differences between good democracy and minimal democracy

As in good democracy, every needs of people is fulfilled but in a minimal democracy some needs are not fulfilled (e.g., many Poor's sleep at night without getting food, many people are good in studies but are sitting at home they are not getting any job, etc). But most of the country including India have minimal democracy and almost no country has a good democracy. In this way democracy helps us to distinguish between minimal and a good democracy.
