The entire educational system used in America should be reformed from top to bottom at the National level. My EdS field study centered on a three part educational system that provided the student with the option of selecting one of three options for their specific needs. The options were: 1. Select courses that led to a diploma that prepared students for college. 2. Select courses that prepared students for a vocational school. 3. Select courses that led to a general studies diploma. Keeping in mind that students had the option of changing curriculum requirements for any one of the three diplomas anytime at their choosing.

To ensure that teacher bias is not a factor in the student selection process, every student should be given a cognitive ability test designed to assist students in determining which one of the three courses of study they should pursue.

The testing and selection process should be made prior to entering the 9th grade. Students should be monitored at the end of each testing period throughout the school year to ensure that they are properly placed. Failure to monitor each students progress could allow a student to fall into a cumulative deficit situation that would be difficult to over come while studying in their second study choice.

Each of the three choices that students have the opportunity of choosing should have a measurable outcome. The vocational track measurement should be based on the physical outcome of a completed project, and not necessarily tied to written test. The general studies measurement should be based on test written that is appropriate for each grade level, but not necessarily with emphasis on college entry.

Finally, the college entry curriculum should be a dual faceted test. One should be the ACT or SAT since this is a college preparatory course of study. The other option is the same test that General Studies students took. Only for the purpose as to ascertain the effectiveness of the entire program.

To ensure maximum efficiency of the program, a CORE requirement should be established for each grade level written in behavioral terms. i.e. Each student will know the capitol of each state before they progress to the net level of learning. Be sure to write the curriculum based on the state or federal standards that ensures that all items are taught at each grade level prior to progressing to the next level.

Do not fall into the trap of teaching from the text book which may or may not cover material covered on the state mandated curriculum. This is known in educational circles as incidental learning and testing. Teaching and testing on a state mandated curriculum is called specific learning. Failure to teach and test on state mandated curriculum's is patently unfair to the student and will assuredly lead to poor performance on the end-of-year test.
