1) The city had a huge population that depended on dung and wood as fuel in their daily life.
2) The main polluters were the industries and establishments that used steam engines run on coal
3) The city was built on a marshy land and thus during winters the fog combined with smoke to generate thick black smog. In 1863, by the actions of colonial authorities, Calcutta became the first Indian citt to get smoke nuisance legislation. The Bengal smoke nuisance Commission managed to control industrial smoke, but controlling domestic smoke was far more difficult.
