It has been four months since the supply of fuel to Nepal from India was disturbed. The government that has been expressing commitment to manage alternative supply of fuel in the market has been unable to do so while the expectation of both the Nepalese and Indian governments that the ongoing embargo between the two countries would be over ‘within a week’ with the resumption of smooth supply of fuel to Nepal have yet to be realised. Maybe the time for God’s will to this effect, as stated by Indian Foreign Minister Sushma Swaraj in the Indian upper house of parliament, is still to come. As a result, people in Nepal are facing an acute shortage of fuel and cooking gas.  Extension of load-shedding hours coupled with frequent disturbances in the power supply has added to the woes of the people in the shivering cold of mid-winter. The performance of the government in promptly addressing the problems faced by the people due to the Indian blockade and protests in the terai is far from satisfactory. During the four months, the government should have been able to supply fuel to Nepal from other countries if not from China. The people may be wondering why the government has failed to bring fuel from China as the politicians claimed at the initial period of the blockade, and they may not always be ready to tolerate the inconveniences caused by the fuel crisis. Obviously, the lackluster performance on the part of the government should be blamed for the delay in addressing the fuel crisis.
Against this background, a report prepared by the Development Committee under the Legislature Parliament has noted that four points along the Nepal-China border could be brought into operation in a short period if the government took prompt initiatives and showed the readiness to make proper investment to build the infrastructure to this effect. The border-points that could be brought into operation include Korala of Mustang, Tatopani of Sindhupalchowk, Kerung of Rasuwa and Olangchungola of Taplejung. A technical study carried out by the parliamentary committee showed that these points could be opened from three months to three years if the government showed the readiness to upgrade the roads linking these points. The Tatopani border point was disturbed by the April 25 earthquake while Kerung has already come into operation, and Nepal Oil Corporation managed to bring petrol provided by the Chinese government as grant via the Kerung route. Moreover, the Chinese government has pledged support to upgrade the Pokhara-Jomsom and Jomsom-Korala road. However, it is sad to note that works to this effect have yet to begin. 
Now when the fuel crisis has deepened affecting every aspect of life, the government should not delay in finding a solution to the problem by finding alternative markets to meet the domestic fuel demand. When the Chinese government has shown the readiness to supply fuel to Nepal, the government should be ready to sign a deal with China at the earliest possible. Similarly, it should give continuity to the dialogue with the agitating Madhesi parties who have been blamed for disturbing the fuel supply to Nepal from India. Delay in addressing the common people’s problem and the political problem may not be in favour of the government and the people as well as the agitating Madhesi parties.
