It is caused by a combination of strong winds driving water onshore and the lower atmospheric pressure in a tropical cyclone. In the southern hemisphere the onshore winds occur to the left of the tropical cyclone's path.
Wear strong shoes (not thongs) and tough clothing for protection. Lock doors;turn of power, gas, and water; take your evacuation and emergency kits. If evacuating inland (out of town), take pets and leave early to avoid heavy traffic, flooding and wind hazards.
The role of government is to protect people against natural calamities like flood famine cyclones. The government helps the people by providing them shelter and food. the government sends military to protect the people.
