Even if the resources were to be made available, the environmental conditions are such that the resources cannot be moved into position to be used within the affected area.

Tornadoes occur where the land mass is flat so that circulating winds create the conditions that form the tornado. Floods occur where the land mass is lower than the surrounding land mass, allowing water to flow into, but not out of, the affected area. In these examples, the land mass is the preexisting condition.

Preexisting conditions are a definite requirement for disasters to occur. If there is an earthquake fault underneath a city, that is a preexisting condition. The city planners may not have known it was even there or may have determined that it posed too little of a threat to keep them from building over it. When that fault moves with sufficient force, it creates an event that is capable of causing a disaster for the city. Ground shaking weakens structures and damages infrastructure in ways that may turn public utilities like gas and electricity into hazards within the community.
