speed of light is different media.it is lesser in denser medium and higher in rarer medium.so,when light enters a denser medium, its speed reduces amd it bends towards the normal and when it enters rarer medium ,its speed increases and it bends away from the normal.
i hope this will help you

Refraction is caused due to the change in the speed of light while entering a different medium.
For example if light is going from air to water , it's speed decreases due to change in refractive tuve index of the medium so it bends towards the normal .
Rarer to Denser is away from the normal
Hope it clears a bit.
