Panchayati Raj is a three-tier system of governance in India, which consists of Village Panchayat, Panchayat Samiti and Zilla Parishad. The Panchayati Raj system was first adopted by the state of Rajasthan in Nagaur District on 2nd October 1959.
The causes of its slow progress are as follows.
1) The first and major cause of its slow progress is the inadequacy of funds. The inadequacy of funds has stood in the successful working of the Panchayati Raj. The Panchayti Raj Institutions have been given very little funds by the state governments.
2) There is a lack of proper cooperation and coordination between the people and the officials like Block Development Officers, District Officers etc. Officials fail to discharge their duties more efficiently and sincerely.
3) Corruption is also a major cause of slow progress of Panchayati Raj working in India. Officials and the representatives of Panchayats have become corrupt.
4) The three-tiers do not operate as functional authorities. The lack of coordination among the three institutions has slowed down its progress.
