The foundational challenge involves transitioning from a non-democratic to a democratic form of government. It means keeping power in the hands of civilians instead of military and establishing a sovereign state. It also means granting basic rights associated with democratic governance to citizens.
The challenge of expansion consists of the application of democratic principles to all social groups, across regions and institutionalising democracy. Expansion includes taking democracy to grassroots through local governments, empowering women and minorities as well as applying federal principles to ensure autonomous decision-making and decentralisation.
Deepening of democracy is the challenge of strengthening the practices and institutions that uphold democracy. This challenge focuses on the expectations of the people in different societies. These expectations are bound to vary and therefore, it needs to be viewd in the different contexts.

Although democracy has been accepted as the best form of Government in the modern world. Yet it has its own problems. Some of these are as follows :=
1). Growing economic and social inequality among the peoples :--
The most important problem in democracy is the growing social and economic inequality among the people. Although all the citizens have the right to vote and fight elections only rich people have a chance to win the election.

2). Role of anti social elements :--The role of anti-social elements has increased very much during the elections. Voters are coerced to vote for a particular candidate or party. Rigging also takes place during the elections.

3). Corruption nd inefficiency :--In many democratic countries of the world, political leaders and government officials are corrupt, dishonest and inefficient. As a result, people do not take interest in elections and have no faith in government officials. This affects the working of democracy in the country very badly.

4). Casteism and communalism :--During elections, a large number of voters give weight to the caste and religion of the candidate. Political parties also keep in mind the caste or religion of a person while distributing tickets for the election. Representatives elected on the basis of caste or religion work for the welfare of the people belonging only to their caste or religion.

5). Challenge of deepening :--Challenge of deepening of democracy is faced by every democracy in one form or another. This involves strengthening of the institutions and practices of democracy. They should happen in such a way that people can realise their expectations of democracy.
