What are the characteristics of a planet and why pluto is not a planet?

The characteristics of a planet are :

It is in orbit around the Sun.

It has sufficient mass to assume hydrostatic equilibrium (a nearly round shape).

It has "cleared the neighborhood" around its orbit.

And as Pluto does not meet all the 3 criterias it is not considered as a planet.
