The disadvantages of the Heber, the World Health Organization, and the A.A.M.D. (1973) classifications of mental deficiency are discussed. We believe that levels of retardation should be given for both intellectual ability and social functioning, which should be expressed in standard deviation units rather than in IQ or SQ points. We believe also that in the medical section of any future classification, a logical and temporal sequence of causes should be the basis. This has been done by Yannet and Suhareva, and in the following classification we have attempted to improve on these.
