There are 4 conditions where force can not produce torques are :-

1) If no force acts on a body, it does not start spinning.

2) If you put two or more forces in the same point, so that they cancel each other out, the object will not spin.

3) The force acts on the axis of rotation.

4) The force goes towards the axis of rotation.
