The  characteristics that define a planet are that :

- it should be in an orbit around the sun .

- it must clear its neighborhood ( this means that it should be able to remove asteroids and other smaller celestial bodies out of its path.

- it must be spherical in shape.

So, Pluto is spherical in shape and also orbits the sun. However, it lies in the region of the kuiper belt where there are other smaller celestial bodies in its path of orbit ( examples : comets ) , so it has not cleared its neighborhood. Thus , pluto is not considered as a planet , but has been reclassified as a dwarf planet.
