swaraj refers togovernanceby local countrymen under the name ofBritishcrown that is there will be some political economic concessions butBritishwill remain ultimate authority on important matters like foreign affairs

on the other hand in purna swaraj there will be complete independence and country will besovereign(no interference from outside)
