◾ People are free to protect against government.

◾ Judiciary is free from the other two institutions in a real democracy.

◾ Elections are free and fair.

◾ Citizens have some fundamental right granted by the constitution that no one can violate and their violation is a punishable offence.

◾ Qualifications to compete in elections are same for every citizens.
