There are some indices created by many people like GNH or Gross National Happiness. I am not sure how do they arrive at the index.
If you want to set up metrics for measurement of development of a country, you should find ways to quantify the availability of certain facilities and utilities available to the citizens of the country along with measurement of certain factors that exist in the country.

- Education
- Public Health
- Security
- Justice
- Financial Security
- Freedom from Exploitation by Commercial factors, Religious factors etc
- Social Security Coverage
- Encouragement for healthy food habits and exercise.
