If the bow and arrow was consistently making meaningful contributions to the hunt, then that society would have had no reason to develop anything that could do the job better (in other words, “If it ain’t broke, don’t fix it.”). Meanwhile, the latter society might have had much easier access to the necessary materials to construct a gun, so once bows and arrows (or whatever piece of hunting equipment they used previously) stopped adequately meeting their needs, they had an avenue through which they could improve upon them.
So, yeah, if not spreading harmful stereotypes is up your alley, then you should probably avoid using the word “primitive” to describe them.
