when the government wants to build high speed rail, it can act very first.
when the government wants to start a reform, it acts up fast.

weeknesses:
conflicts between the central government and local government could not be avoided.
sometimes, the central government wants to do something but the local government might resist it or adjust the thing based on their own needs
