There were multiple treaties that were signed in Vienna. Like in 1738 and 1864. I will just have to assume that by Treaty of Vienna you mean Vienna Congress of 1815. So It was a gathering of Europe's powerful countries like England, Russia , Prussia and Austria after the Napoleonic Wars. Presided by Austrian statesman Klemens Von Matternich . it emphasized on bringing a long term peace plan for Europe. Other Statesmen who joined the meeting were Lord Castlereagh of England , Czar Alexander I of Russia , Karl Von Hardenberg of Prussia and Charles Talleyrand of France. France's borders were reduced to that of 1792. Monarchical Government of Bourbon dynasty was reestablished in France. Louis XVIII became the king. France was forced to pay war indemnity. 39 German States were combined to create a German Confederation.Switzerland , Netherlands and Belgium were created as buffer States to decide France from rest of the Europe. Vienna Congress was somehow able to maintain peace in world untill the outbreak of World War I in 1914.
