What are the example of elected government not protecting or even attacking the rights of their own citizens? Why do they do that?

Now a days this is having because India has too much curruption . They promise their citizens that the will do this this and this but they can't do anything. their only purpose is to win the elections but after winning up elections they does not do anything.
