1) It depends on the distance between the nucleas and the electrons. Normally, inner electrons have more shielding effect than the outermost electrons, except for some orbitals such as d have poor shielding effect.

2) It also depends on the penetration power. The more the penetration power of the electrons, the more they shield the outer electrons.
